Mandate of Ministry of Peace Building

Peace building is about behavioral change, visionary art of the state and nation building processes through the establishment of viable institution of governance, introduction of fair and indiscriminative laws and ideal law enforcement to shape and build up a coherent honest responsible and responsive citizenry.

  1. Establishment of the ministry of peace building in CES
  2. Dissemination of the R-ARCSS to the people of central Equatoria state
  3. Policy initiation, implementation, monitoring and reporting to guarantee.
  4. Undertake conflicts mapping management , mitigation and documentation
  5. Promote truth, reconciliation and healing, compensation and reparation.
  6. Creation and management of a platform for healthy communication between the government and its citizens
  7. Strengthening human and institutional capacity building at state level and local.
  8. Lead state government effort to facilitate state and local reconciliation and healing.
  9. Help in resolution of injustices in a nonviolent way.
  10. Attain peaceful coexistence amongst all communities.
  11. Advice and represent the state government on peace and conciliation dialogues.

Peaceful, Resilient and Stable state that does not relapse into conflict.

Mission
Central Equatoria State that is built on the norms of civilization, nonviolence resilient with a peaceful people.

Strategies:

  • Establish the ministry and initiate its policy framework
  • Undertaking conflict mapping, documentation and monitoring.
  • Policy dissemination (R-ARCSS; LG Act 2009; Land Act 2009 etc.
  • Training of counselors on Psycho-social support.
  • Creation and expansion of a platform for healthy communication between the government and its citizens to install trust amongst them and together with sisterly ministries at the national, state and local government level seek to replace causes of community fragmentation with cohesion.
  • Community empowerment to save families from collapse reduces adolescences mothers, reduce number of street children and improve school’s enrolment and live hood infrastructures.
  • Advocate and initiate pro-peace policies for behavioral change e.g.
    i. That male child circumcision is mandatory.
    ii. Facial or body mutilation/markings shall be treated a criminal act.
    iii. Physical violence is a criminal act.
    iv. Seek partner intervention to support the staff of ministry and the commission with subsistence allowances.
    v. Guide the migration of animals and town planning.
    vi. Advocate establishment of model schools in the state to facilitate youth interaction.

Overall Goals

Security stabilization and return of refugees and IDPs calls for a platform; for the state/ Local government and the national government to interact. The state government and its citizens and between a community and another community. It is through these interactions that good governance is consolidated; citizens will be made to understand what their government is planning for them. On the other hand, the government will understand the aspirations of its people and therefore, respond to the people’s aspiration with full knowledge. Citizens will therefore recognize and appreciate the government and will join hands with their government (state or local) in planning for their welfare and implementation of development and services project.

Specific goals

  1. Build-up coherent, honest, responsible and responsive citizenry
  2. Transform individual and communal mindset from violence to non-violence behaviors.
  3. Carry awareness amongst citizens on the Revitalize agreement for the resolution of conflict in Republic of South Sudan.
  4. Strengthening human and institutional capacities.
  5. Rebuilding and strengthening the broken communal and intergroup relation for cohesion.
  6. Dismantle and replace polarizing institutions with more inclusive bodies as a means of preventive conflicts.

  • Building the population around none violent rather peaceful resolution of conflict.
  • CES will fully adapt the National Peace Building policy frame work to harmonize its operations with national level institutions and other peace building stakeholders.
