Executive Summary

The State Ministry of Cabinet Affairs (SMCA) is one of the Ministries of Central Equatoria State established in 2020 pursuant to the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018 and the subsequent Agreement on Structures and Allocation of Responsibility Sharing in the ten (10) states and two (2) Administrative Areas signed by the parties to the R-ARCSS on the 28th October 2020.

The Ministry is composed of the Office of the Minister, Office of the Director General and the Directorates of Administration and Finance, Resolutions and Follow-up and Research and Policy Analysis. Each Directorate is sub-divided into a number of departments headed by senior directors.

Mandate

The SMCA is the centre of the executive arm of the State Government mandated to coordinate, oversee and monitor implementation of government policies, resolutions and programs in line with the R-ARCSS, South Sudan Constitution, 2011 as amended, Central Equatoria State Constitution, 2012 as amended and other relevant laws.

The Ministry plays a pivotal role as coordination conduit in policy guidance and programming of activities for effective service delivery and improved quality of life of the people of the State.

The Ministry is charged with the responsibility of promoting good governance and multiparty democracy by coordinating implementation of programs, projects and activities at all levels of the government in the State.

To ensure effective coordination and monitoring of the implementation of government policies, decisions and programs, the SMCA shall establish Cabinet Liaison Offices in all the Ministries in the State.

The Ministry of Cabinet Affairs performs the following functions and duties:-

1. Manage the organization and coordination of Government Business; policies and development programs through;

  • Managing the corporate planning process for the Government as a whole and monitor and evaluate its overall performance;
  • Orientations to Government institutions in order to promote State policies, programs and activities;
  • Undertaking analysis and research on implementation of policies and programs to improve Government performance.
  • Lead, develop and support the innovation of Government, securing significant and measurable improvements in performance and capacity.

2. Monitoring and evaluation of the State implementation policies and programs through:-

  • Regularly monitoring and submitting reports to the Governor and Council of Ministers on the implementation of Government policies and programs in both State and Local Government institutions;
  • Setting up the tools and mechanisms for monitoring and evaluation of Government policies and programs;
  • Providing advice to the State Ministries and supporting agencies in order to accelerate service delivery;
  • Analysis of the documents produced by the State Government and private institutions;
  • Monitoring and evaluation of the overall performance of the Government institutions.


3. Overseeing the functioning of Government’s Institutions through:-

  • Orientation on the administrative and legislative processes within the State Government institutions;
  • Proper execution of laws, rules and regulations;
  • Supervision of the functioning of the services of public administration;
  • Supervision of the functioning and management of the State Government Secretariat in order to ensure efficient use of government resources and resolving cross-cutting socio-economic issues.


4. Provide administrative and secretarial support to the Council of Ministers and its sectoral sub-committees through duties:-

  • Follow up the executions of the resolutions and directives of the Council of Ministers of the State Government;
  • Undertake documentation and communication of resolutions of the Council of Ministers to relevant bodies and individuals;
  • Compilation of data and reports from the Ministries for presentation to the Council of Ministers;
  • Prepare draft agendas for the Council of Ministers Sittings;
  • Collect, review and distribute materials for the Council of Ministers meetings;
  • Record the deliberations of Council of Ministers’ Sittings;
  • Coordinate the follow-up of Council of Ministers Sittings’ decisions;
  • Maintain the archives of the Council of Ministers meetings;
  • Administering the emoluments and privileges of the Cabinet Members, Gubernatorial Advisors and other Constitutional Post-holders during and after their relief from office.
