The ministry is working towards reducing the prevalence of hunger, poverty, malnutrition among rural and urban poor, to organize and equip farmers towards commercial farming and improve the efficacy of the cooperative societies.

Vision:
To render adequate service delivery through cooperative societies as a mean of improving livelihood and becoming economically independent.

Mission:
Strengthening and encouraging equitable and sustainable livelihood growth of the rural and urban poor through capacity building, cooperative organization and regulation so that the state is food secure, economically independent and contribute to economic growth.

Objectives:

• Development of the policy framework.
  Promoting the cooperative in poverty model of doing business among the general public.
• Facilitating access to market and finance for cooperative.
• Encouraging formation of cooperatives.
• Enhancing the image of cooperative sector.
• The ministry consist of two directorates namely Cooperative Development & Community Development their mandate is generally to protect the viability and growth of cooperative and community groups as instrument of traditional equality , social, justice, economic development and environment conservation.
